Itching in my belly and in the back. ?

I have this Itching sensation in my belly (front) and all in the back. I live in California for the past couple of years, and I have a doubt whether I am allergic to the water supplied here. I also color my hair once in a fornight, and fear if it is also the cause of such allergic disturbances.
