Visual Basic Express Failed Install Windows 7 64-Bit?

I have windows 7 Home Premium 64bit operating system on my laptop, wanted to install visual basic 2010 express but it keeps failing on the first thing everytime! i tried visual basic 2008 express same thing, went to load but nothing. i think it was my ISO file for the 2010 version, but the 2008 version was the download installer, this tries to connect (but never does) and instantly crashes when the counter reaches 5 out of 5 retries. Anybody have any notes on how to fix this (i have also unistalled all Windows C++ redistributions and Runtimes, reinstalled .net framework, updated windows trying all combos of the installsion times to no luck. any help would be appreciated.
