How long can someone sit at 4 cm dilated?

I'm only 34 weeks 2 days pregnant, and my baby is breech. They admitted me to the L&D floor where I've been for the past 3 days and I got the steroid shots to help mature the baby's lungs. They told me they would send me home if the baby were not breech but because he is and if I go home and dilate further the cord could fall out or baby could stick his foot out etc. I have not changed from 4 cm in 3 days that I've been here. They said if he were head down they would send me home, which is scary I mean I'm already 4 cm and delivered my last baby at this exact same time. Anyway, my question is, how long can a person sit at 4 cm, I mean thats pretty much active labor right?? Thanks,
